On December 9, 2024, Premier Li Qiang of the State Council held the "1+10" Dialogue with President of the New Development Bank Dilma Rousseff, President of the World Bank Ajay Banga, Managing Director of the International Monetary Fund Kristalina Georgieva, Director-General of the World Trade Organization Ngozi Okonjo-Iweala, Secretary-General of UN Trade and Development Rebeca Grynspan, Director-General of the International Labour Organization Gilbert F. Houngbo, Secretary-General of the Organisation for Economic Cooperation and Development Mathias Cormann, General Manager of the Bank for International Settlements Agustín Carstens, Chair of the Financial Stability Board Klaas Knot, and President of the Asian Infrastructure Investment Bank Jin Liqun, at the Diaoyutai State Guesthouse in Beijing. They had in-depth exchanges under the theme of "Building Consensus on Development to Promote Global Common Prosperity".

Li Qiang said that at present, world economic growth lacks momentum, and economic globalization and multilateralism face obstacles and challenges, which is giving rise to more uncertainties. President Xi Jinping pointed out that it is necessary to promote an equal and orderly multipolar world and universally beneficial and inclusive economic globalization. All parties should put more focus on development, jointly create a peaceful and stable environment for development, improve global governance, keep global industrial and supply chains stable and unimpeded, and foster new drivers of economic growth.

Li Qiang stressed that China is a firm defender of economic globalization and multilateralism. Over the years, China's economy has injected a strong impetus into the world economy, and its development has demonstrated distinctive features. First, China's economy is underpinned by a system that ensures steady growth, and follows the principle of pursuing progress while ensuring stability, and a long-term plan. China will strengthen counter-cyclical adjustments, intensify the implementation of macro policies, make every effort to expand domestic demand and boost consumption, and focus on addressing prominent issues to promote sustained economic recovery and improvement. Second, China's economy has additional space for sustaining growth, with new demands and new growth drivers constantly emerging. China will further deepen reform comprehensively, accelerate the building of a unified national market, focus on spurring industrial innovation by making innovations in science and technology, and continuously strengthen the internal drivers of the economy. Third, China's economy produces positive spillovers, consistently sharing development opportunities with the world. China will unswervingly advance high-standard opening up, introduce more policies for voluntary and unilateral opening up, expand its global-oriented network of high-standard free trade areas, and continue to foster a world-class business environment that is market-oriented, law-based and internationalized. The underlying logic supporting China's positive economic outlook remains unchanged, and the overall goal and principle of benefiting the world remains unchanged. This is the biggest certainty China's economy provides to the world economy.

Li Qiang noted that China is ready to work with all parties to uphold the basic norms governing international relations and the multilateral trading system. China supports international economic organizations in playing an important role in global governance, and will actively undertake international obligations commensurate with its capability to jointly promote the sound and steady development of the world economy.

The heads of international economic organizations highly applauded China's major development achievements, and noted that China's positive economic outlook and commitment to high-standard opening up have provided valuable stability and a strong impetus for world peace and development. They expressed strong confidence in China's economic transformation and prospects. All parties are willing to strengthen cooperation with China to jointly uphold multilateralism and globalization, prioritize development issues, keep free trade, increase support for developing countries, address global challenges such as climate change, foster inclusive growth in the world economy, and promote shared prosperity and sustainable development.
