(Photo) United Nations Peacekeeping Ministerial Preparatory Meeting
The Governments of Japan, Uruguay and the United Kingdom co-hosted United Nations Peacekeeping Ministerial Preparatory Meeting from 10-11 December 2024 in Montevideo, Uruguay. Government officials from more than 60 countries as well as experts from the United Nations, universities and research institutes attended the meeting. This preparatory meeting is a part of the preparatory process for the UN Peacekeeping Ministerial to be held in Germany in May 2025. From Japan, officials from the Secretariat of the International Peace Cooperation Headquarters of Cabinet Office, Ministry of Foreign Affairs and Ministry of Defense participated.
At this preparatory meeting, participants discussed the future of Peacekeeping and lessons learned and challenges in training and capacity-building under the themes of Capacity-building, Partnership and the Future of Peacekeeping as well as exchanged views on enhancing women’s role, protection of civilians, and Peacekeeping policing.
Peacekeeping missions are facing new challenges including improvised explosive devices (IEDs) threats and the capacity-building of peacekeepers is ever more important. Japan is contributing to the maintenance of peace and security through elevating capacities of peacekeepers with the United Nations Triangular Partnership Programme (TPP) and through contributing personnels to United Nations Mission in South Sudan (UNMISS).

In September 2014, the first Leader’s Summit on Peacekeeping was held at the invitation of the United States with the aim of supporting UN Peacekeeping facing many challenges, and since 2016, the Peacekeeping Ministerial has been held as a follow-up meeting. The next meeting will be hosted by Germany in Berlin in May 2025.
As one of the co-host countries of the Peacekeeping Ministerial, Japan has been actively contributing to international discussions on Peacekeeping. In 2023, Japan co-hosted the Preparatory Meeting with Pakistan on the theme of safety and security of peacekeepers.
(Reference2) United Nations Triangular Partnership Programme (TPP)
The United Nations Triangular Partnership Programme (TPP) is a framework for capacity-building of UN peacekeepers through the cooperation among the United Nations, Supporting Member States, and Troop Contributing Countries. Since former Prime Minister ABE Shinzo announced our support for the rapid deployment of Peacekeeping operations at the first Leaders’ Summit on Peacekeeping held at the UN headquarters in 2014, which triggered the launch of the TPP, Japan has been leading TPP by dispatching instructors for engineering and medical training.
