According to [David Ornstein](https://www.nytimes.com/athletic/6431557/2025/06/17/chloe-kelly-arsenal-transfer-permanent-talks/) of The Athletic, Chloe Kelly is in talks with Arsenal over a permanent move. The England international has instructed her representatives to prioritize discussions with Arsenal before considering offers from other clubs. Ornstein reports that the deal could potentially span three years.
Earlier in June, Arsenal announced their list of departing players, as well as those they were still negotiating with. Chloe Kelly was among the players with ongoing discussions. When she joined Arsenal on loan in January, she said: “I want to play football, and it’s important that I stay focused on my job and what I can do on the pitch.” Since her arrival at the Gunners, she has rediscovered her passion for the game—something clearly visible in her performances. She quickly became a key player, frequently earning a spot in the starting XI.
Regardless of whether Kelly signs a permanent deal with Arsenal, a return to Manchester City appears unlikely—even after Gareth Taylor’s departure following a disappointing season. Arsenal aren’t the only club interested; several WSL sides are monitoring the situation, along with clubs from the NWSL.
Kelly signed with Manchester City in 2020 and made an immediate impact, scoring 16 goals in 34 matches during her debut season. However, her campaign was cut short by an ACL injury. After recovering, she was rewarded with a contract extension in February 2022, keeping her at the club until summer 2025. Since then, she has made 30 appearances in all competitions, scoring six goals and providing 14 assists.
Kelly is currently in training camp with the Lionesses as they prepare for the UEFA [Women’s EURO 2025](https://womenfootball.blog/womens-euro-2025/) in Switzerland. She has given Arsenal time to finalize a deal before turning her attention to other opportunities. It would be beneficial to the player to sort everything out before the tournaments starts, so she can fully focus on the Euros.
