The news of Hutchison's move comes after Romano revealed Rangers missed out on signing Kwame Poku from Peterborough United.
The winger chose to sign for Championship club Queens Park Rangers instead.
Rangers were interested in Poku, but it was apparent he wanted to remain in the south of England.
Romano said the deal for Poku to join QPR is "100 per cent done," after he signed for the club this morning.
Despite missing out on Poku and Hutchison, Rangers signed right-back Max Aarons on a season-long loan from Bournemouth.
