According to Marc Stein and Jake Fischer, Houston is considered a "viable landing spot" for the nine-year NBA veteran.
Finney-Smith declined his $15.4 million player option with the LA Lakers on Sunday, choosing to test unrestricted free agency in hopes of securing a longer-term deal.
While a return to Los Angeles remains possible, several teams are expected to make strong bids, with the Rockets among the most aggressive.
The 31-year-old is coming off a solid season, splitting time between the Brooklyn Nets and Lakers. DFS averaged 8.7 points, 3.9 rebounds, and 1.4 assists per game, while shooting 41.1% from three-point range.
Houston has already made a major offseason splash by acquiring Kevin Durant in a trade, and adding Finney-Smith could further bolster the team's depth and versatility.
The Rockets have Alperen Sengun, Jabari Smith Jr., Fred VanVleet, and Amen Thompson as key pieces.
