Browns worst decisions since 1999, Top 25 edition

Listen, apologies for the negativity on a site that strives to bring you mostly positives along with the news. The reality of the Cleveland Browns recent history is mostly negative, so much so that it is actually difficult to limit the list of worst decisions down to 25, but we wanted to give it a chance.
