TOPEKA, Kan. (KCTV) - Lawmakers in Kansas have extended STAR bonds for another year following a request from members of the Kansas City Chiefs.
In a special meeting called by Kansas Senate President Ty Masterson, the Legislative Coordinating Council extended the STAR bonds legislation through June 30, 2026. The LCC also set an arbitrary deadline to consider a proposal from the Commerce Department by Jan. 1, 2026.
The STAR bond extension was approved unanimously.
The move comes following a June 26 request from Kansas City Chiefs President Mark Donovan, asking Masterson for an extension to the bonds, which he said “opened the door for a transformational opportunity” when they were initially passed.
Initially, those STAR bonds in Kansas were set with a June 30, 2025, deadline. In a June 26, 2025, letter, Donovan said the Chiefs have made “significant progress” on core deal components, but noted the complexity and scale of the project “make it clear that more time is needed to bring the effort to full fruition.”

During Monday’s meeting, Kansas Speaker Dan Hawkins said there were plans or proposals sent to the state Commerce Department that were not responded to for weeks or months.
“Together, we have the opportunity to bring the National Football League to Kansas, anchored by a world-class domed stadium, new team headquarters, a state-of-the-art practice facility, and a vibrant mixed-use entertainment district,” Donovan said in the letter.
“We believe the foundation is in place for something truly historic,” Donovan continued. “Not only for our team but for the future of the State’s economy and national profile... Since the passage of the expanded legislation, we’ve worked closely with the administration to bring this vision to life.”

As the Chiefs and Royals wait to make a decision, both states have offers from state lawmakers enticing the teams to each side of the state line.
The STAR bonds legislation allow Kansas to pay for up to 70% of a stadium project.
