Gibbs-White attracted interest from Manchester City earlier in the summer, but Pep Guardiola's side have since signed Rayan Cherki and Tiijani Reijnders to bolster their midfield.
Having agreed a £55m deal to sell Anthony Elanga to Newcastle United, it looked as though Forest would be able to keep hold of Gibbs-White this summer.
Tottenham, though, have accelerated negotiations in the last few hours, with Gibbs-White set to move to North London.
The 25-year-old enjoyed a superb season, scoring seven goals and providing 10 assists, as Forest fell narrowly short of qualifying for the Champions League.
Nuno Espirito Santo's side finished seventh, qualifying for the Europa Conference League. They could, however, play in the Europa League next season depending on the outcome of Crystal Palace's UEFA hearing.

Gibbs-White moved to Nottingham Forest from Wolves in 2022 for a fee of up to £42.5m including bonuses, and he has a contract with the club until 2027.
Spurs have already agreed a deal for Kudus, with the Ghanaian winger set to undergo a medical before signing a six-year deal. They also hold an interest in Brentford striker Yoane Wissa.
Kevin Danso, Mathys Tel, Kota Takai and Luka Vaskovic have already joined Tottenham in what's set to be a busy summer for Frank's side.
