Diggs is one of the greatest players in Maryland high school football history, starring at Our Lady of Good Counsel Catholic High School in Olney, Maryland. Diggs was a consensus five-star recruit, rankings as the No. 1 player in Maryland, No. 2 wide receiver nationally (behind Dorial Green-Beckham) and a top-10 player in the entire country.

Diggs played both wide receiver and defensive back at Good Counsel, earning a selection to the U.S. Army All-American Bowl, first-team all-state honors, All-Met honors from the Washington Post and more. During his senior year, Diggs had 770 yards receiving and 8 receiving touchdowns with 277 rushing yards and 3 rushing touchdowns. Defensively, he made 31.5 tackles, 5.5 tackles for loss, and 1 sack as a senior. During Diggs' junior year, he had 810 yards receiving with 23 touchdowns.
