The West Midlands’ Safety Advisory Group (SAG) has advised both the club and Uefa no fans of the Israeli club should be permitted to attend the fixture at Villa Park on November 6.
It comes after West Midlands Police raised concerns about safety outside the stadium and policing potential protests on the night.
Maccabi are the only Israeli team involved in European competition this season and their visit to Villa has already been the subject of controversy, with some local politicians calling on the club not to stage the fixture.
A vote to suspend Israel and its clubs from competition, which would have seen the match postponed, has been put on hold by Uefa following the recent ceasefire in Gaza.
Around 120 travelling Maccabi fans attended their first away Europa League fixture at Greek club PAOK, with heavy police protection.
Reports claimed several European clubs had asked Uefa if they could avoid playing Israeli clubs in competition.
In a statement, Villa said they remained in dialogue with Maccabi and the local authorities.
The statement said: “The safety of supporters attending the match and the safety of local residents (is) at the forefront of any decision.”
Villa’s match with Maccabi is the fourth of eight in the league phase of the competition.
Unai Emery’s team won their first first two against Bologna and Feyenoord and next play away at Go Ahead Eagles next Thursday, October 23.
