An own goal and finishes from Katie McCabe and Marissa Sheva put Ireland in the driving seat for the League A/B play-off.
Abbie Larkin and Hayley Nolan were unused substitutues as Carla Ward's side travel to Leuven on Tuesday for the second leg.
Should Ireland progress past Belgium on Tuesday, they will return to the top tier of the Nations League, where they will also secure a play-off spot for the 2027 World Cup qualifiers.
