It is the fourth game of a busy run for Spurs, with fixtures in midweek all the way through to the international break.
The competition represents one of Spurs' best chances of silverware this season and so Frank will be tempted to go strong, even with a home match against Chelsea to come this weekend.
A big decision comes at centre-back. Cristian Romero and Destiny Udogie are not expected to be back, so Frank is short of defensive depth.
The Spurs boss said that both defenders were “on the [training pitch]”, but with “no timeframe” on potential returns to action.
Micky Van de Ven will need to be rested at some point but is likely to be needed again here, with Archie Gray potentially filling in at full-back.
Joao Palhinha could be given a rest and Pape Matar Sarr is likely to start, while Xavi Simons could potentially drop out having not yet hit top form in a Spurs shirt.
In attack, Randal Kolo Muani impressed in his hour against Everton on Sunday but starting twice in a few days could be too much having only just got over a dead leg.

That would leave it between Richarlison or Mathys Tel to lead the line, with the former's experience potentially preferred on a tough away day.
Dominic Solanke is still ruled out with an ankle injury, although Frank confirmed that the England striker was making “steps forward, tak[ing] it step by step."
Predicted Tottenham XI: Kinsky; Spence, Danso, Van de Ven, Gray; Bentancur, Sarr; Johnson, Bergvall, Odobert; Richarlison
Injured: Romero, Udogie, Davies, Takai, Dragusin, Maddison, Kulusevski, Bissouma, Solanke
