He has now linked up with the French outfit who are part of the Blueco group, who also own Chelsea.
Thei first team squad includes former Albion duo Julio Enciso and Valentin Barco.
Strasbourg were one of the fallen giants of French football.
Although they have re-emerged in the leading places under Blueco, the ownership situation is unpopular with some fans.
As the appointment was announced, Weir said via the club website: “It is a great honour to join Racing, a historic club with a strong identity and growing ambition.
“I was convinced by the project and the quality of the people already in place. I am eager to settle in Strasbourg and become fully involved in the life of Racing.
“I look forward to working with Liam and all the teams to contribute to Racing’s success this season and in the years to come.”
Club president Marc Keller said: “I am delighted with the arrival of David Weir, which is in line with the work undertaken to strengthen the club’s overall sporting structure.
“He is a respected professional who brings valuable expertise from the highest level. His experience and competence will be important assets in supporting Racing’s sporting progress and supporting Liam Rosenior and his staff.”
Strasbourg are currently fourth in the table, just two points behind leaders PSG.
They are level on points with Roberto De Zerbi’s Marseille, who have slipped to third after last week’s defeat at Lens.
