Harry Kane was the only specialist No.9 named in the group to face Serbia and Albania in the last two World Cup qualifiers.
Marcus Rashford can play the central role while Tuchel has hinted he will look again at Ollie Watkins in two friendlies in March.
Tuchel said: “We don't have this clear No.9 profile now behind Harry.
“Harry is the No.1 at the moment and a very complete No.9, of course for us.
“But I think given different game scenarios, Anthony Gordon played there for Newcastle, Marcus Rashford plays there for Barcelona.
“In a game scenario where we find more space behind the last line this could be a very valid options with the speed.
“I think Phil (Foden) can play a very fluid No.9 for us in this camp.
“I think we have enough options to be dangerous.
“Jude (Bellingham) comes back, who shows up regularly in No.9 positions.
“I think we will be able to create chances and convert them.”
Tuchel likes Bellingham in a No.10 role but also sees him as a penalty-box predator.
He said: “He has the ability to arrive and score goals which a No.9 could score.
“He scores tap-ins, he scores one-touch tap-ins in and around the six-yard box which is very unusual.
“It seems sometimes an easy goal but to arrive in these positions with the right timing and at the right moment is a key strength and one of his outstanding qualities.”
Tuchel said he sees Foden as “a mix between a nine and a ten, close to the opponents’ box”.
Neither Welbeck nor Watkins were named among the seven forward players selected by Tuchel but the latter could be back next time.
To a suggestion that fans would be nervous at the lack of specialist back-up to Harry Kane, Tuchel said: “No one needs to be nervous.
“We have a lot of good strikers. Ollie is one of them.
“We just understand, we understood and we could observe it when we watched Ollie closely, that he is playing through discomfort at the moment, and it simply didn't make too much sense to bring him into camp in this condition.
“We then opted for the option to give him this break to get treatment and to be back in full physical capacity in best shape and then fight for the place again in March.”
