The application, which was lodged in September, is for a new perimeter fence with turnstiles, extensions to the main stand, foundations for the new south stand and a new broadcasting area.
A public consultation ran until November 10, with 24 neighbour respondents and six consultee responses, including Sport England, who raised no objections to the proposals.

Of the neighbour representations, four were in support and 17 objected to the scheme, with three further comments.
The application is the first step for the club to pass for planning permission for their stadium plans, which will grow the ground to more than 20,000 seats.

As exclusively revealed by the Daily Echo, this will see thousands added for the start of next season, with a new south stand of around 7,000 seats built in the summer, should planning approval be granted.
Previous important milestones with the council have been passed which has the proposals not ruled as needing an environmental impact assessment and the local authority ruling that land in Kings Park will be transferred to the club on a lease.
While the enabling works application is not on the east planning committee agenda for their November meeting, it could be included for the December meeting on December 18.
