The official from Doncaster has been appointed to the middle as the Seagulls face Sunderland on Saturday.
His video assistant will be James Bell.
England had the VAR role when Albion lost 2-0 at Liverpool.
Home fans and some observers in the media felt England should have intervened after referee Craig Pawson, who was well-placed, showed a yellow card to Diego Gomez.
Pawson booked the Paraguay midfielder for a high challenge on Florian Wirtz in the first half at Anfield.
England appeared to agree with that call – or at least not see a clear or obvious error.
He will now be the man in the middle for the second time at the Amex this season.
His first visit was for the Seagulls’ 2-1 win at home to Manchester City.
England’s most recent fixture was also a City trip south as they won 3-0 at Crystal Palace on Sunday.
In total, across domestic and European competitions, he has refereed 12 games and shown 42 yellow cards, so an average of 3,5 per game.
He has also shown one red card, to West Ham’s Lucas Paqueta as he went into meltdown during his team’s 2-0 defeat at home to Liverpool.
The Brazilian was shown what was arguably a harsh first yellow for dissent.
England refereed Albion’s 3-2 win at home to West Ham towards the end of last season.
