While the agreement is said to be finalized, Payne's arrival will likely wait until new Partizan head coach Joan Penarroya is officially introduced.
Donatas Urbonas of BasketNews reported on December 13 that Penarroya is the main candidate to lead Partizan's bench, with the club's management finalizing the last details.
A first-round pick (No. 14) in the 2015 NBA Draft out of Murray State, Payne has played for seven NBA teams, including the New York Knicks last season, where he averaged 6.9 points and 2.8 assists over 72 games (five starts).
Payne's most notable NBA stint came with the Phoenix Suns, where he served as a backup point guard during their 2020–21 run to the NBA Finals, which ended with a loss to the Milwaukee Bucks.
Over his NBA career, Payne has averaged 7.8 points, 3.2 assists, and 41.9% shooting from the field, including 36.8% from three, across 477 games (71 starts).
After a brief preseason stint with the Indiana Pacers, Payne was waived and has been a free agent since. The 31-year-old would debut in the EuroLeague.
