The teenage winger, who turns 16 later this month, has been attracting significant interest from some of Europe's top clubs throughout his time at City, but reports in Spain and the UK are now suggesting that Barcelona have fought off significant interest to land him.
It's understood that, at this stage, there is yet to be club-to-club contact between Norwich and Barcelona.
Due to his age, Norwich are unable to stand in his way, but would be entitled to compensation should he opt to make the move to Spain. Tavares is too young to sign a professional contract, meaning no transfer fee would need to be agreed between the clubs, which could reach a tribunal.
Reports in Spain suggest Tavares is poised to join their under-19 set-up before moving up to Barcelona B ahead of a future loan move. It is a similar move to the one that Louie Barry made from West Brom in 2019.
Tavares holds a Portuguese passport, which allows him to move abroad more freely than other players. The winger has been capped by England U17s and featured at senior level for the Canaries in their pre-season friendly against Volendam in the summer.
Tavares has also previously featured in matchday warm-ups towards the end of the last Championship campaign and has already scored for the Canaries U18s, but has yet to feature in any senior capacity for City.
City boss Philippe Clement is aware of the young winger, but hasn't included him in first-team sessions at this stage.
He has suffered from injury in this campaign, but featured in their 2-1 FA Youth Cup victory over Stoke earlier this month. Tavares played in a 4-2 defeat against Crystal Palace last weekend.
