Shearer told viewers of BBC TV’s Match Of The Day that Arsenal widemen Bukayo Saka and Leandro Trossard caused the Seagulls problems in the first half of their 2-1 win.
In particular, he highlighted Saka running at Max De Cuyper, who was at left wing-back.
But the introduction of Yankuba Minteh and Mats Wieffer for Brajan Gruda and De Cuyper gave Arsenal more to think about.
Both went on down the right with Ferdi Kadioglu switching to the left wing-back role.
Ex-England striker Shearer said: “They bring Wieffer on, they bring Minteh on and switch Kadioglu to the other side.
“And I know Arsenal go 2-0 up early in the second half, but to their credit, Brighton, this is what they did really, really well.
“Instead of Arsenal causing them problems, all of a sudden they are asking questions now, and it really did get nervy for Arsenal.
“It shouldn't have with the pressure they had.
“This is the goal, here. Thy work it really well.
“Hit the post and Gomez is there to stick it away.”
