Any potential deal is expected to be straightforward. Chelsea and Strasbourg are both owned by the BlueCo consortium, which could smooth negotiations. Strasbourg signed Barco from Brighton for around £8.7m, and he has since become a key figure in their squad.
Barco, who came through at Argentinian side Boca Juniors, is known for his versatility - capable of playing in central midfield, on the wing, or as a wing-back.
His passing range, vision in the final third and physical maturity lead many to believe he could adapt well to the Premier League.
Chelsea have struggled for consistency in recent weeks and are keen to push back into the Champions League places. Reinforcements during the January transfer window are seen as important, and Barco is viewed as a player who could strengthen several areas of the squad.
With Rosenior already familiar with the player and his qualities, Barco could settle quickly at Stamford Bridge and make an immediate impact if the move goes ahead.
