Mike Locksley announces multiple coaching staff changes, including addition of former Maryland…

Maryland coach Mike Locksley finalized several additions and role changes to his staff Wednesday, including the addition of a former Terps star. Locksley also announced the previously reported addition of new offensive coordinator Clint Trickett.

Former first-team all-ACC defensive tackle Randy Starks returns to Maryland as defensive line coach. Andre Powell has been moved from special teams to running backs, a job held last year by Louis Swaba, who will assume a supporting role. Chili Davis has been promoted to special teams coordinator after working as assistant coordinator of that unit last season. And Clint Trickett was announced as offensive coordinator, replacing Pep Hamilton, who will assume an advisory role.

Trickett's hire and the expected changes at defensive line and special teams were reported earlier by InsideMDSports.

Starks was recently hired as assistant defensive line coach at University of South Florida and served two seasons as head coach at Eureka College. A 12-year NFL veteran and two-time Pro Bowl selection, Starks played for the Tennessee Titans, Miami Dolphins and Cleveland Browns, totaling 422 tackles and 42 sacks. He has also coached at Loughborough, Bakersfield College, Fresno State and LaGrange.

"I'm excited to add Clint and Randy to our coaching staff," Locksley said. "They both bring tremendous energy, sharp football minds, and proven experience as high-level players and coaches. I'm confident we've assembled the right group of coaches that share a passion for developing our players and preparing them for success both on and off the field."

Trickett arrives after coordinating the offense at Jacksonville State University in 2025, where he guided the Gamecocks to a 9–5 record and a Salute to Veterans Bowl victory. His unit averaged 408.7 yards and 28.1 points per game and featured Conference USA's top rushing attack behind All-America back Cam Cook, who led the FBS with 1,659 rushing yards. Trickett had been set to become quarterbacks coach at University of Arkansas before opting to join the Terps.

He previously served as offensive coordinator and quarterbacks coach at Marshall University, helping engineer wins over University of Notre Dame and Virginia Tech. During an earlier stint at Florida Atlantic University, he coached Mackey Award winner Harrison Bryant, who went on to be drafted by the Cleveland Browns. A former quarterback at Florida State University and West Virginia University, Trickett brings experience in building productive, balanced offenses.

From 2001–03, Starks was one of the program's most dominant defensive linemen, earning two All-ACC selections and All-America honors while starting every game his final two seasons. He later transitioned into coaching at multiple levels, including NFL internships and a high school head coaching stop, and holds a Ph.D. in exercise and sport science.

Powell shifts to running backs after coordinating special teams in 2025. He has extensive experience coaching the position at University of Pittsburgh, Maryland, Clemson University, University of North Carolina, University of Virginia, United States Military Academy, University of Rhode Island and Virginia Military Institute.

Davis, who served as assistant special teams coordinator last season, steps into the coordinator role. He previously worked as a special teams assistant with the Los Angeles Rams and has collegiate experience at Kansas State University, Florida A&M University, University of Washington, New Mexico State University, Fordham University and Campbell University.

The rest of the 2026 staff includes defensive coordinator and outside linebackers coach Ted Monachino, co-defensive coordinator and cornerbacks coach Aazaar Abdul-Rahim, wide receivers coach Latrell Scott, offensive line coach Damian Wroblewski, safeties coach James Thomas Jr., inside linebackers coach Zac Spavital, tight ends coach Kyle Schmitt, special assistant Pep Hamilton and senior offensive assistant Hal Hunter.

With new voices on both lines of scrimmage and a new play-caller in place, Locksley has now completed one of his most significant offseason staff reshuffles, setting the structure for a pivotal season for the eighth-year coach.
