Increase the ticket fee that the city of Portland collects. The Moda Center attracts about 1.5 million visitors per year, which adds up to about 30 million visitors over 20 years. If you charge each of those visitors an extra $10 facility fee, that gives you $300 million.
When I quickly searched ticket reselling services, I found Ticketmaster charging a $10 fee on a $30 ticket. StubHub was charging $50 on a $170 ticket, and $300 on a $1,000 ticket.
Why should we pay for an upgraded stadium so these companies can make money hand over fist? The city of Portland and the state of Oregon should get a fair share.
