Raiders free-agent targets on offense: What are their biggest needs?

New Las Vegas Raiders coach Klint Kubiak will take over an offense with plenty of talent.

Kubiak inherits a star in tight end Brock Bowers and an elite talent in running back Ashton Jeanty who needs to be unlocked.

Every expectation is the team will also draft Indiana quarterback Fernando Mendoza with the No. 1 pick in the NFL draft to fill a gaping hole at the most important position in sports.

There is a lot of work to do on the rest of the offensive depth chart, however.

The Raiders have plenty of needs and plenty of money to spend as free agency begins Monday.

Here’s a look at some of the top offensive free agents on the market by position in order of need:

Interior offensive line

-----------------------

**Top names:** Tyler Linderbaum, Ravens; Isaac Seumalo, Steelers; Zion Johnson, Chargers; David Edwards, Bills; Joel Bitonio, Browns; Cade Mays, Panthers; Ed Ingram, Texans; Alijah Vera-Tucker, Jets; Chris Paul, Commanders; Wyatt Teller, Browns; Kevin Zeitler, Titans; Spencer Burford, 49ers; Daniel Faalele, Ravens

**Analysis:** There is flexibility here because Jackson Powers-Johnson and even Caleb Rogers can play guard or center. Where they line up for the Raiders next season could be determined by whom they land in free agency and the draft.

One name not listed is Dylan Parham. He could be a scheme fit for the new offense, but is expected to explore his options on the market.

**Best fits:** Linderbaum would be great, but as NFL analyst Daniel Jeremiah joked, every team thinks it is going to sign Linderbaum.

There will be heavy competition even if the Raiders are willing to spend big on his services.

Johnson fits what Kubiak wants to do on offense, while Ingram can move well in space. Vera-Tucker is a high-end talent who could come at a discount because of his injury history.

Wide receiver

**Top names:** Alec Pierce, Colts; Mike Evans, Buccaneers; Romeo Doubs, Packers; Rashid Shaheed, Seahawks; Jauan Jennings, 49ers; Stefon Diggs, Patriots; Wan’Dale Robinson, Giants; Deebo Samuel, Commanders; Jalen Nailor, Vikings; Hollywood Brown, Chiefs; Tyreek Hill, Dolphins

**Analysis:** The Raiders are in desperate need of a No. 1 receiver. They have several rotational pieces to fill out the depth chart on the roster, but an alpha would be helpful as a security blanket for Mendoza to open up the offense.

**Best fits:** Pierce would be a dream, but he is going to get significantly more money than many people expect. It could be record-setting for a free agent.

Shaheed is the name to watch. He has been with Kubiak in New Orleans and Seattle, and they have a great relationship.

Doubs, Jennings and Robinson would be solid options. Hill is the most fun, but he’s risky and doesn’t fit the Raiders’ plan.

Offensive tackle

**Top names:** Rasheed Walker, Packers; Braden Smith, Colts; Taylor Decker, Lions; Cam Robinson, Browns; Jawaan Taylor, Chiefs; Jermaine Eluemunor, Giants; Trey Pipkins, Giants

**Analysis:** The Raiders hope Kolton Miller will be back and healthy at left tackle, which would help provide at least one anchor piece to build around. But he’s 30, so they need to start planning for the future. They also will be looking to upgrade on the right side.

This is probably a position that will be addressed in free agency and the draft.

**Best fits**: Walker is the best of the bunch, but he’s likely to get a massive deal. Taylor would be a great option assuming he can cut down on penalties.

Quarterback

**Top names:** Malik Willis, Packers; Kyler Murray, Cardinals; Aaron Rodgers, Packers; Kirk Cousins, Falcons; Marcus Mariota, Commanders; Tyrod Taylor, Jets; Jimmy Garoppolo, Rams; Russell Wilson, Giants; Zach Wilson, Dolphins; Case Keenum, Bears; Trey Lance, Chargers

**Analysis:** This is a weird position for the Raiders, who are likely to hand the reins over to Mendoza at some point.

But Kubiak and general manager John Spytek have said they don’t want Mendoza to start Week 1, so they could sign a veteran bridge option.

They also could have Aidan O’Connell fill that role if the price isn’t right for anyone else.

**Best fits:** Willis is going to make a lot of money, and Murray, who can play for the league minimum because of money due from the Cardinals, will want a long-term chance to start. Taylor is one of the best locker room guys in the league and could be a great mentor, along with Mariota. Keenum has played for Kubiak and is essentially a coach at this point.

Running back

------------

**Top names:** Kenneth Walker III, Seahawks; Travis Etienne Jr., Jaguars; Rico Dowdle, Panthers; Kenneth Gainwell, Steelers; Rachaad White, Buccaneers; Tyler Allgeier, Falcons

**Analysis:** Kubiak put fear into the fantasy football world when he said he would like to find Jeanty a sidekick to share the workload.

The Raiders aren’t likely to spend much money on a top-end player to fill such a role, but the player who takes on that duty probably isn’t on the current roster.

**Best fits:** Walker would be the most fun in a reunion with Kubiak. He and Jeanty sharing the backfield is a wild thought.

But Walker, Etienne and Dowdle might get starter money. That should probably take the Raiders out of the equation.

Allgeier would be a nice complement. Gainwell and White would have to come in below their projected markets.

Tight end

**Top names:** Isaiah Likely, Ravens; Chig Okonkwo, Titans; Travis Kelce, Chiefs; Dallas Goedert, Eagles; David Njoku, Browns; Cade Otton, Buccaneers; Charlie Kolar, Ravens; Jonnu Smith, Steelers; Will Dissly, Chargers; Darren Waller, Dolphins

**Analysis:** The Raiders have one of the best in the league in Bowers in addition to a high-end running mate in Michael Mayer.

This should not be a priority, but the Raiders have a depth chart to fill and might call upon Mayer and another tight end to play fullback in certain situations.

**Best fits:** There’s not much need to look at the top of the market. Dissly probably makes the most sense as a third tight end who is a solid blocker.
