Panthers Sign Cardinals’ First-Round Draft Pick Isaiah Simmons, Also Add Veteran Receiver in Free Agency

Steelers Depot reported Wednesday the Pittsburgh Steelers hosted former top 10 pick and linebacker Isaiah Simmons for a workout.

The Carolina Panthers are retaining some of their own free agents just one day after making two huge signings of Jaelen Phillips and Devin Lloyd.

According to Ian Rappaport and other NFL insiders, the Panthers are re-signing linebacker and 2020 first-round draft pick Isaiah Simmons. Carolina is also re-signing two other internal players in receiver David Moore and Thomas Incoom.

Simmons was drafted by the Arizona Cardinals with the 8th overall draft pick in 2020 and played in five games with the Panthers in 2025. Before that, he spent the first three seasons with the Cardinals and then two seasons with the New York Giants.

The 31-year-old David Moore missed a lot of time with the Panthers last season after an elbow injury, but still served as a veteran presence to the young Panthers receiver room.

Isaiah Simmons has started 42 games in his NFL career and played in a total of 89 over six NFL seasons. He has five interceptions from the linebacker position, 331 total touchdowns, and 8.5 sacks.

While those are pretty productive numbers, Simmons just never really panned out as the top-10 draft pick that the Cardinals selected in 2020. However, he did appear in 17 games for four straight seasons before joining the Panthers.

Panthers.com writer Darin Gantt explained his impact with the Panthers in 2o25:

“His blocked punt late against the Rams was evidence of the kind of impact he can make on special teams, and more time to work with him could allow them to expand his role on defense as well.”

Simmons signed with the Panthers practice squad in November and could emerge as a contributor on Carolina’s defense in 2026.

What Does David Moore’s Signing Mean for Panthers?

David Moore, 31, was a seventh-round draft pick back in 2017. He has 1,613 total receiving yards on 116 catches in his eight-year career. Moore, like Simmons, has bounced around the NFL a little bit.

He appeared in just four games with the Panthers in 2025, but hauled in 32 catches for 351 yards in 2024.

His best season as a pro came in 2018 with the Seahawks (the team that drafted him), when he hauled in 26 catches for 445 yards and five touchdowns.
