Harlan served as Packers president from 1989 until his retirement in 2007, guiding the franchise through one of the most transformative periods in its history. During his tenure the team returned to national prominence while maintaining its unique community ownership structure.

One of the most pivotal decisions of Harlan’s leadership came when he hired Ron Wolf as general manager in the early 1990s. That move helped reshape the roster and ultimately led to the arrival of quarterback Brett Favre, setting the stage for a Super Bowl championship during the 1996 season.
