Chelsea Hit With Record£10.75m Fine and Academy Transfer Ban Over Secret Payments

The Blues have also been given a nine-month academy transfer ban immediately because they broke the rules on registering young players between 2019 and 2022.

The investigation found that Abramovich-controlled or affiliated companies made more than £47 million in undisclosed payments to unlicensed agents and people connected to selling clubs. The transfers under consideration include Eden Hazard, Samuel Eto’o, Willian, Ramires, David Luiz, Andre Schürrle, and Nemanja Matić. Former high-ranking employees and directors at the club knew about and agreed to these payments.

During the due diligence process conducted by Todd Boehly’s group before taking over the club in 2022, they identified the problems. The new owners quickly told the Premier League, the FA, and UEFA about what they had found. When deciding how harsh the punishment should be, the league took into account Chelsea’s proactive self-reporting and excellent cooperation as major factors.

Without this voluntary disclosure, the league said that even if the payments had been correctly included in past financial reports, the club would not have broken rules about profitability and sustainability.

The information Chelsea provided also led to the club being charged with 74 violations of Football Association rules in September 2025. The FA investigation is still ongoing, and the club think they will receive a financial penalty rather than a sporting one because their new owners have been so helpful throughout the process.

The fine is the largest ever imposed by the Premier League, almost doubling the previous record. Chelseahave also made a deal with UEFA in the past about not fully reporting their finances. In 2023, they paid a €10 million fine.

Chelsea head coach Liam Rosenior has decided to look ahead rather than dwell on the punishment. Before the second leg of the Champions League match against Paris Saint-Germain at Stamford Bridge on Tuesday, the Blues boss sounded defiant.

“It’s not a negative distraction. Actually, that’s a line drawn through that issue and we can move on and plan to make this club as strong as possible in the long-term. That’s the idea from the ownership of this club, myself and everyone involved with this club.”

On Tuesday night, Rosenior’s team will have to come back from a 5-2 loss in the first leg against the reigning European champions. This is a huge task that leaves little room for distractions off the pitch. Chelsea can still sign senior players in the next windows, as the first-team transfer ban is on hold. However, if they break the rules again during the two-year probation period, the full punishment could be imposed.

The Blues will want to put this behind them and focus on what should be a huge European night at Stamford Bridge.
