City were already without Marc Guehi because he is ineligible and it means Abdukodir Khusanov and Nathan start at centre-back against Arsenal at Wembley.
James Trafford starts in goal ahead of Gianluigi Donnarumma.
Trafford has played in every round of the competition so far and Pep Guardiola has kept faith with him.
Rayan Ait-Nouri and Nico O'Reilly start as the two full-backs, with Bernardo Silva and Rodri in midfield despite questions over their form in recent weeks.
Erling Haaland starts after his early substitution against Real Madrid in midweek.
Haaland renews his rivalry with Arsenal centre-backs Gabriel and William Saliba and is supported in attack by Rayan Cherki, Antoine Semenyo and Jeremy Doku.
Guardiola has made four changes from the City team that lost against Real Madrid in midweek.
Tijjani Reijnders and Rayan Ait-Nouri drop to the bench along with Donnarumma, while Dias is not in the squad.
