White’s Arsenal team-mate Eberechi Eze has also withdrawn, and replaced by Harvey Barnes.
The defender last played for England almost exactly four years ago, a 3-0 win over Ivory Coast in March 2022.
White was selected as part of Gareth Southgate’s World Cup 2022 squad, but left during the tournament and made himself unavailable for England selection for the remainder of Southgate’s tenure.
Speaking last year, Tuchel confirmed that White was again interested in representing his country, and will now have the opportunity to earn his fifth cap this week.
Newcastle’s Barnes will be looking to earn just his second cap, having made his debut six years ago during a win over Wales.
The pair replace Eze, who has been sidelined with a calf injury, and Bayer Leverkusen’s Quansah, who has been struggling with a thigh complaint.
A statement from the Football Association read: “Newcastle United's Harvey Barnes and Arsenal's Ben White have been added to the England squad.

“The pair replace Arsenal's Eberechi Eze and Bayer Leverkusen's Jarell Quansah who are ruled out of the Three Lions' March internationals through injury.
“Barnes made his only appearance for the senior team in October 2020 while White has four caps to his name.
“England host Uruguay on Friday (27 March, 7.45pm kick-off) followed by Japan on Tuesday 31 March (7.45pm kick-off) at Wembley Stadium.”
