Ivey, who was acquired from the Detroit Pistons at the trade deadline, appeared in just four games for Chicago before being sidelined with left knee pain.
There had been some hope he could return later this season, but the team announced that he will continue his rehabilitation and will not play again this spring.
The four-year NBA guard averaged 11.5 points, 4.8 rebounds, and 4.0 assists in his four appearances with the Bulls.
Smith, meanwhile, has missed seven games over the past four weeks due to a right calf injury. According to the Bulls, he aggravated the issue during Wednesday's loss to the Philadelphia 76ers.
As a result, Smith will sit out the final two-and-a-half weeks of the season to allow the injury to fully heal.
He finishes the campaign averaging 10.2 points and 6.7 rebounds across 53 games.
