Transfer expert Fabrizio Romano reports Robertson has reached a verbal agreement with Spurs, despite late interest from Juventus.
Tottenham had considered a move for him in January, but he decided to stay on Merseyside until the end of the campaign.
Signed from Hull City for £8 million in 2017 by Jürgen Klopp, Robertson made 378 appearances for Liverpool, winning two Premier League titles, two Champions Leagues, and numerous domestic honours.
Robertson's immediate focus remains on international duty, as the 92-cap captain prepares to lead Scotland into their first World Cup finals since 1998 next month.
