The 31-year-old left Arsenal at the end of the season and Man City have moved quickly to secure her signature.
Mead has signed a three-year contract with the Women's Super League champions.
“I’m very proud to be here," Mead said.
"Obviously, City had an amazing season last year and I am excited to start a new chapter here. I think the way City plays suits me really well, and I feel like it can get something extra out of my game.
“Speaking to the manager, I think it was a place where I think I can really fit into, help and bring a different dynamic to the team, so it was a no-brainer for me."
Mead had been an Arsenal player for nine years, winning the WSL and the Champions League during her time in north London.
The forward was offered a contract extension by the Gunners. However, City tabled an offer with more appealing terms both financially and in terms of the length of the deal.
Mead was given an emotional send-off in her final Arsenal match, bringing down the curtain on an almost decade-long stay at the club.
"Leaving this club isn't easy," she said.
"It breaks my heart in ways I didn't expect but I leave it with so much love, so much pride, and so much gratitude. Arsenal will always be a part of me.
"The friendships I've made here go far beyond football and I know that they'll last a lifetime.

Katie McCabe joined Mead in leaving Arsenal as a free agent and the Ireland captain has signed a three-year deal at Chelsea.
