Manchester United will be gutted to be missing out on Elliot Anderson. Especially considering the kind of quality he possesses. However his valuation of £120m is a huge stretch. Spending such big money one a single player is never a good move. Moreover, they have several other options on the table. On the other hand, Man City will be happy to upgrade their already existing super-team with the addition of Elliot Anderson.
