It is understood, though, that while the fee West Brom are set to pay for Morgan is below what Chelsea originally paid Southampton, the Premier League outfit stand to make a profit from his departure due to amortisation costs.
Morgan enjoyed an excellent season on loan at League One side Peterborough United last season, scoring 14 goals in all competitions and is set to become the Baggies’ first signing of the summer transfer window.
He has yet to make his senior debut for Chelsea despite netting 21 goals in 46 appearances for the Blues’ Under-21s.
Morgan is set to become the latest academy player to leave the Blues’ youth setup after the club announced that Brodi Hughes, Richard Olise, Sam Rak-Sakyi and Jimi Tauriainen would all depart following the expiry of their contracts on June 30.
He would be the Blues’ second sale of the summer transfer window after a deal was struck with Real Madrid for Marc Cucurella to return to Spain.
West Brom finished four points above the Championship relegation zone last season after former player-turned-manager James Morrison guided them to a 10-game unbeaten run, which included four wins, six draws and seven clean sheets.
Morrison was initially brought in as an interim head coach, but was subsequently handed the job permanently at the end of the season.
