However, the 37-year-old also admits that there is still no guarantee that his client will depart Stamford Bridge.
Fernandez revealed that he wants to live in Spain during a controversial interview with Avirales YouTube channel back in March.
Former Paris Saint-Germain midfielder Pastore believes that the midfielder is focused on winning the 2026 World Cup with Argentina as things stand.
"At the moment, the player is calmly focusing on the national team," he said. "He’s playing in a World Cup and is very close to reaching the round of 16.
"He’s thinking only about that, whilst we’re looking at options for him to leave Chelsea, but there’s nothing definite or confirmed with any club."
Fernandez enjoyed another impressive campaign with The Blues last term, producing 10 goals and four assists in 36 Premier League appearances.
However, Chelsea still struggled under Enzo Maresca, Liam Rosenior, and Calum McFarlane, eventually being forced to settle for a tenth-place finish in the table.

They have since appointed former Real Madrid and Bayer Leverkusen boss Xabi Alonso as their manager.
Alonso dethroned Bayern Munich as Bundesliga champions during his time in Germany, but he struggled to adapt to life in the Spanish capital and eventually left via mutual consent.
Madrid endured a difficult season even after Alonso left, eventually finishing eight points behind bitter rivals Barcelona in second.
However, Pastore insists Fernandez is desperate to move to Madrid, where he would be living alongside many of his closest friends.
"He has lots of friends there [at Real Madrid], and he’s very close to Julian Alvarez," he added. "In fact, whenever they can, they spend time together there.
"And I’m living in Madrid too. Every time he’s travelled there, it’s been to see me and to sort out work matters, but apart from that: who doesn’t like Madrid?
"I never played in Madrid… yet I even live there."
Fernandez's Argentina are through to the round of 32 of the World Cup, where they will play Cape Verde on Friday night.
The midfielder also played a key role in the Argentina side that won the 2022 FIFA World Cup in Qatar.
