The British record deal was agreed over the weekend.
Morgan Rogers is due to undergo a medical at Chelsea on Monday ahead of completing a £117million British record transfer from Villa.
The Halesowen-born midfielder returned to the UK on Sunday morning along with the rest of the England squad following the World Cup and will now finalise his move, after a deal was struck between the clubs over the weekend.
Villa had wanted to keep hold of Rogers this summer but the offer from Chelsea, with the entire fee guaranteed, proved too good to turn down.
Arsenal were long considered the 23-year-old’s most likely destination, yet their London rivals instead swooped in to seal an agreement given the go-ahead by Villa co-owner, Nassef Sawiris.
Middlesbrough will take 20 per cent of the profit - expected to be around £20m - on a player they sold to Villa for an initial £8m in January, 2024.
But the deal still represents an excellent one for Villa, alleviating the immediate pressure brought on the club by Uefa’s financial restrictions.
Switzerland international Johan Manzambi has already been recruited as a replacement for Rogers for a club-record £52m, while Wolves midfielder Joao Gomes is on the brink of completing his £38m switch across the West Midlands.
Villa are also working hard to complete a move for AC Milan left-back Pervis Estupinan and have held talks with Bayern Munich over a loan move for Portugal international Joao Palhinha.
The money received for Rogers will bolster the club’s hunt for a winger, with Paris Saint-Germain’s Ibrahim Mbaye among the targets.
Further departures are likely, with Premier League newcomers Hull City considering a move for Leon Bailey. Lucas Digne is expected to finalise his move back to PSG this week.
Rogers, a product of Albion’s academy who moved to Manchester City for £4m in 2021, will leave Villa having played a major role in their success under Unai Emery.
The last of his 125 appearances for the club came in May’s Europa League final win over Freiburg, during which he scored his 31st goal.
He becomes the second player to leave Villa for a British record fee after Jack Grealish, who became the first £100m English player when he joined Manchester City five years ago.The fee exceeds the £116m City paid Nottingham Forest for his England team-mate Elliot Anderson earlier this month.
