English football are set to implement a huge rule change which will effect Premier League clubs ahead of the 2026/27 season.
Stoppages that allow coaches to deliver team talks have become an increasing source of frustration in recent seasons. Tactical use of goalkeeper treatment is viewed by many as an unfair interruption of momentum. Leagues are now exploring practical measures to reduce the practice.
Officials and governing bodies continue to search for solutions that maintain fairness without overly disrupting the flow of matches. Trials provide an opportunity to test ideas before any permanent law change is considered. Deterrents that involve temporary numerical disadvantage are among the options under review.

English football is set to implement a trial aimed at eradicating the goalkeeper tactical timeout this season. The Football Association, Premier League, EFL, National League and Women’s Super League have agreed on the measure, pending permission from the International Football Association Board.
If a referee signals that the physio can treat a goalkeeper, the coach will have 10 seconds to nominate an outfield player to leave the pitch for one minute. If no player is selected, the captain must leave the field. The first game expected to feature the trial is the Carabao Cup preliminary round tie between Tranmere and Rochdale on 1 August.
The tactic of gaining a timeout while the goalkeeper is treated has become increasingly common and controversial. Goalkeepers have been known to sit on the turf and signal for the physio, allowing the entire team to gather for instructions before play resumes. It has also been used to disrupt opposition momentum.

English football felt that simply preventing players from visiting the technical area would not be enough of a deterrent. The chosen trial follows the existing logic applied to outfield players, who must leave the field for one minute if treated by a physio. It is intended to act as a proactive deterrent rather than a reactive measure.
There are exemptions, including when the goalkeeper does not need treatment, collisions with outfield players, fouls requiring immediate attention, bleeding, or serious injury and concussion. Match of the Day pundit Danny Murphy had previously suggested a similar solution, saying it would make the situation “fair all round.”
The results of the trial will be assessed by Ifab and could lead to a permanent global law change from the 2027-28 season. Arsenal and other Premier League clubs will operate under the new guidelines once the trial begins. The measure aims to reduce artificial stoppages and keep the focus on continuous play.
