The Blues are working on a deal to sign the England international on a free transfer from Brentford, talkSPORT understands.
Meanwhile, personal terms have been agreed with Welbeck, who will be allowed to leave Brighton for the right price.
It follows Chelsea's British-record signing of Morgan Rogers from Aston Villa for £117million.
Xabi Alonso's side have also signed defender Marco Palestra from Atalanta already this summer.
Henderson interest 'troubling'
Some sections of the club's fanbase are yet to be convinced by the potential addition of Henderson, though.
Having joined Brentford last summer, the 36-year-old made 32 Premier League appearances, scoring once.
The former Liverpool captain was also part of England's World Cup squad, featuring once on their run to the semi-finals.
However, talkSPORT's Rory Jennings was critical of the signing as he reacted alongside Ade Oladipo on Drive.
The die hard Blues fan admitted: "We've had a transfer strategy over the past four years where we've bought nothing but young, unproven footballers. Something needs to change. You need to equalise it.
"So I do understand what Xabi Alonso's problem is. I do understand why he's thinking about a way of resolving this. I would argue that Jordan Henderson isn't quite the answer.

"You know when it was Granit Xhaka? That made more sense to me. Granit Xhaka is still a good player, still a player that can do a job.
"I'm not convinced that Jordan Henderson is the answer. I'm not convinced that he's ready to play at this level. The fact that we're linked with him is minorly troubling."
Chelsea were previously knocked back in their attempts to sign Sunderland captain Granit Xhaka earlier in the window.
Chelsea's transfer strategy
talkSPORT's Ben Jacobs has now revealed that move, along with their interest in Henderson and Welbeck, represents a wider change in transfer strategy at Stamford Bridge.
Jacobs joined Ryon Scott-Douglas and Angelina Kelly on Tuesday's Transfer Insiders.
The football journalist explained: "I think the whole point here is they brought in Dave Fallows, ex-Liverpool, as one of now five sporting directors.

"Fallows will, of course, know Henderson, but his big thing is about scouting and looking at the impact of that footballer off the field as well to make sure that you get the right team spirit and chemistry.
"These kind of signings might well be the missing pieces and, don’t forget, it’s no huge surprise because at the beginning of the window, Chelsea tried for Granit Xhaka as well.
"So obviously, there’s been a slight switch here towards an older kind of player and both of these deals could develop very quickly."
David Fallows joined Chelsea as a sporting director in November after previous spells as head of scouting at Liverpool, Manchester City, Newcastle United and Bolton Wanderers.
