City would like to keep Rodri this summer, even if the midfielder does not sign a new contract.
The 30-year-old's current deal is due to expire at the end of the season.
However, should City sign Morocco international Ayyoub Bouaddi, or another midfielder, they may be more inclined to let Rodri leave.

A move to Los Blancos would complete somewhat of a homecoming for Rodri, who was born and raised in Madrid.
He honed his craft in Atletico Madrid's academy for six years, only to return following a five-year stint at Villarreal.
But Rodri was only on Atleti's books for one season as City elected to trigger his £62.6m release clause in 2019.
The eight-figure fee has proved to be a shrewd investment from City.
