Having overcome the challenge of Manchester City last season to end their 22-year wait for a domestic title, the challenge now is to combine careful recruitment with identity and consistency to deliver a successful defence of the Premier League trophy.
As Arsenal continue their preparations for the new season, Arteta's message is that further change is already underway - and more developments are expected soon.
The Gunners have returned to pre-season after winning their first league title since 2004, but Arteta’s attention has quickly turned towards building on that achievement.
With Arsenal now expected to compete for major honours both domestically and in Europe, the manager believes further improvements are needed to ensure the squad continues to progress.
Arsenal have made a measured start to the transfer window, completing two signings so far by bringing in Club Brugge winger Christos Tzolis and former Leeds goalkeeper Ilan Meslier on a free transfer.
However, the club's ambitions extend well beyond those early additions, with Arteta and the hierarchy continuing to assess opportunities to improve the squad.
Speaking from Arsenal’s warm-weather training camp in Spain, Arteta made it clear that the club’s leadership is united in its approach to recruitment and squad development.
”A lot is happening," Arteta declared. "We all know about the context of this transfer window.”

The Arsenal boss explained that discussions between himself, the board, ownership and sporting director have focused on identifying the areas where the squad can be strengthened.
”From ownership to the board, the sporting director and myself, we know that we want to take this club to a different level. That is going to require a better squad, better individuals.
”We have identified where we have opportunities to grow and to improve and to evolve our game and what is going to be needed to achieve that.
”Hopefully, very soon, we can start to put things in a very concrete way.”

The Gunners were interested in Aston Villa midfielder Morgan Rogers before he joined Chelsea, while they remain linked with a possible move for Newcastle United midfielder Bruno Guimaraes.
Arsenal have also been associated with ambitious attacking targets, including Real Madrid forward Vinicius Junior and Atletico Madrid striker Julian Alvarez, as they look to add further quality to a title-winning squad.

Arteta's comments underline Arsenal’s intention to use this transfer window as an opportunity to reinforce their position at the top of English football.
The club are no longer simply looking to close the gap on their rivals - they are attempting to create a squad capable of sustaining success.
"This has to be the start and this has to be the standard," Arteta added as he reflected on reaching the UEFA Champions League final and lifting the Premier League title last May.
"Excellence has to be our standard and this has to drive to attack the future. The way we behave daily with more and more determination and ambition because we've shown that we've got it.
"Now we have to show that we belong to this level. We want to increase and take this football club to a different dimension.
"My ambition is that daily we nail the standards and the requirements to be better the following day. That is the thing that we have to control, and maintain that ambition, that discipline, that commitment and that positive energy through 11 months.
"That is the responsibility that we all have. If we all achieve that, we are going to be in a really strong position in May."
