Why Chelsea’s 15-point starting punishment was dramatically reduced
Chelsea’s historical agent-payment investigation began with a 15-point deduction starting point before mitigation reduced the punishment to six suspended points.
The Chelsea points deduction was later removed entirely after an Appeal Board found insufficient evidence that the club gained an actual sporting advantage.
The independent Regulatory Commission considered 15 points appropriate because of the number, seriousness and length of the breaches committed under Roman Abramovich’s ownership.
However, that was only the starting point used to calculate the sanction. It was never the final punishment imposed on Chelsea.
The Commission reduced the figure to 10 points because BlueCo self-reported the conduct, cooperated with investigators and had no involvement in the historical breaches.
A further reduction followed Chelsea’s early admission of all 74 charges. The calculation was eventually rounded down to six points, which were suspended until June 2027.

The Appeal Board ruled that the evidence did not support the original finding that Chelsea had gained an actual sporting advantage.
It also described the points deduction as excessive after considering the club’s exceptional cooperation, the change in ownership and the fact the misconduct may never have emerged without BlueCo reporting it.
The written decision also confirms Chelsea did not breach the Premier League’s Profitability and Sustainability Rules. The Premier League accepted that the previously undisclosed payments neither breached PSR nor caused a breach.
Reports that a 15-point deduction would have relegated Chelsea last season are therefore hypothetical. The Commission never ordered Chelsea to serve that punishment, while the six-point sanction it eventually imposed was suspended before being quashed on appeal.
Chelsea must still pay a £10million fine. The suspended registration ban remains active until 30 June 2027, but the club can continue signing and registering players unless further similar breaches are established.
