Arsenal have pursued Guimaraes throughout the summer despite Newcastle initially making clear they did not want to lose their captain.
Negotiations accelerated in recent days. ReadArsenal reported on Tuesday that David Ornstein had confirmed the clubs were nearing a total agreement, with Guimaraes waiting for permission to undergo his medical.
That final agreement has now arrived.
Previous reports had suggested Newcastle could demand a package approaching £80m, but the clubs have ultimately settled on a £75m fee. Personal terms have been in place since July.
Guimaraes gives Arteta another proven Premier League midfielder as Arsenal prepare to defend their title.
The 28-year-old can operate deeper or as a No.8 and should give Arteta considerable flexibility alongside Declan Rice, Martin Zubimendi and Martin Odegaard.
Arsenal supporters must still wait for the medical, contracts and official club announcement before the move is formally complete.
However, after weeks of negotiations, Guimaraes is now set to become an Arsenal player.
