The 26-year-old is believed to be joining on loan but a permanent transfer may also be on the cards.
That's because his in to the final year of his Gunners contract and Arsenal are more likely going to want to cash in on the winger now instead of risk losing him for nothing in a year's time.

But it's claimed by BBC Sport that Arsenal aren't entirely opposed to sanctioning another loan move for their academy product.
Nelson has spent much of his Arsenal career away from north London, despite having made 90 first-team appearances for his boyhood club.
The Elephant and Castle-born winger has spent time on loan with Hoffenheim, Feyenoord, Fulham and Brentford.

But he has failed to live up to the potential he once showed in the Arsenal academy so far.
It's believed he is being lined up as a back-up option for either wing following the arrival of Manor Solomon from Tottenham on Monday.
According to Claret & Hugh, the deal to bring Nelson to London Stadium is 90% done, but there is a very significant issue that might scupper the deal altogether.

The report claims a source said: "The Nelson deal is 90% done, everything is agreed with the player.
"The medical might be a different issue though."
That suggests West Ham's medical team already have some concerns about Nelson's injury record, which isn't great.
Those concerns are more than justified, too.

Since the 2018/2019 season, when he was on loan at Hoffenheim, Nelson has suffered 16 different injuries.
Those injuries have led to him missing 93 games over the last eight full seasons.
While at Brentford last season, Nelson was sidelined on three separate occasions, missing 10 games in the process.
The season before, while at Fulham, a hamstring injury forced him out of action for 28 games.
That clearly represents a concern for West Ham's medical team, who will be well aware of the importance of keeping as many players as fit as possible this season.
The Championship is a difficult league to get out of and a 46-game season is long, gruelling and requires a deep squad with plenty of options in all positions.
There is inevitably going to be injuries, but West Ham are on the verge of securing their second injury-prone winger of the summer.
New West Ham No.10 Solomon is picked up 15 injuries over the same time period, resulting in 114 games missed.
That includes 17 games in which he was sidelined last season alone.
It's certainly a risky move to bring two players in with such questionable fitness records, both of whom play in the same position.
If both are injured at the same time, Nuno Espirito Santo will be back to square one.
It does make you question the reasons behind such a strategy, and why both were seemingly the top two winger targets for Nuno and Nils Koppen.
