Fabrizio Romano reported on Tuesday that PSV are closing in on a deal to sign the Dutchman on loan from RB Leipzig.
Everton made contact with the Bundesliga club as they try to swoop in before a deal is sealed.

The Merseyside outfit are now waiting to see what happens while a potential Eredivisie switch is on the cards.
Who else could Everton sign at right-back?
It does seem as if the Toffees have pressed the panic button and are looking to bring in anyone they can right now.
Geertruida has been available ever since he departed Sunderland at the end of last campaign.
Yet, Everton are now facing an uphill battle to potentially land his signature as PSV look set to win the race.
That could see one option be crossed off for Moyes and Co.
Daniel Munoz is on the table as his departure from Crystal Palace seems to be looming.
Timothy Castagne of Fulham has also emerged as a surprise target at this stage of the window.
It is hardly a good look for the Blues, especially with the Premier League opener against Crystal Palace just days away.
