Brighton are close to agreeing a deal with Manchester United for Baleba, but they have now rejected a £50m offer from Liverpool for his teammate, Yankuba Minteh.
The Reds are actively searching the market to try to find a new winger following the departure of Mohammed Salah.
Brighton looks set to lose a number of key stars in the summer, with Jan-Paul van Hecke joining Tottenham and Baleba believed to be closing in on a move to Manchester United.
Liverpool have already secured the signature of Victor Munoz in the summer transfer window to improve their forward options, but it appears they aren't stopping there when it comes to reinforcements.

According to The Athletic's David Ornstein, Liverpool have submitted a bid to sign Minteh in the summer transfer window in the region of £50 million.
Brighton have rejected the initial offer, but Minteh is believed to be keen on the move if the clubs can agree on a fee.
Minteh is currently recovering from surgery after sustaining an injury against Roma this month, and he is expected to be out for another eight weeks.

That hasn't stopped Liverpool from trying to make their move, as they desperately search for a new forward in the summer transfer window.
Ornstein also confirms that Manchester United are close to agreeing a deal for Baleba after they made an offer of around £60 million.
It looks as though there could be plenty of exits at Brighton this summer, and Liverpool are one of the sides looking to take advantage.

It's been a slow summer transfer window for Liverpool in terms of incomings over the last few months.
Jeremy Jacquet is the high-profile signing of the summer so far, but that addition was announced back in the January transfer window.
In terms of new signings, only Munoz and Ronald Araujo have signed on the dotted line at Anfield.
Liverpool are clearly working on bringing in new wingers despite the addition of Munoz, which is no surprise after Salah departed.
It wouldn't be a surprise to see further reinforcements at the back either, with Andy Robertson and Ibrahim Konate also leaving the club on free transfers.
