The [Las Vegas Raiders](https://www.reviewjournal.com/sports/raiders/) wrap up their preseason schedule Thursday when they host the San Francisco 49ers at Allegiant Stadium.
The Raiders earned a [come-from-behind 22-20 win over the Houston Texans](https://www.reviewjournal.com/sports/raiders/fernando-mendoza-int-aidan-oconnell-led-raiders-comeback-win-stand-out-vs-texans-3867082/?utm_campaign=widget&utm_medium=topnews&utm_source=sports_raiders&utm_term=Fernando%20Mendoza%20INT%2C%20Aidan%20O%E2%80%99Connell-led%20Raiders%20comeback%20win%20stand%20out%20vs.%20Texans) last time out but will be looking for a cleaner effort in this one after committing nine penalties.
Coach Klint Kubiak did not disclose whether starters will play or what the rotation might look like against San Francisco. Rookie quarterback Fernando Mendoza likely will get extended reps after an up-and-down outing against the Texans.
San Francisco is 1-1 in the preseason and coach Kyle Shanahan has said his starters are unlikely to play against the Raiders.
