The Athletic have reported that City have paid a €37.5 million fee up-front, with €2.5 million in add-ons agreed with Palmeiras.
Allan has penned a five-year deal at the Etihad Stadium, which will keep him at Manchester City till the summer of 2031.
City identified the 22-year-old as a potent replacement for Savinho, who has joined Tottenham for £85 million on a permanent transfer, with Omar Marmoush also leaving the Blues for Spurs on a season-long loan.
Enzo Maresca has built his sides at Chelsea and Leicester City around direct wingers and the acquisition of Allan will be welcomed by the Italian, who replaced Pep Guardiola as Manchester City manager in June.

Director of football Hugo Viana added: "Allan is a really exciting player, and we think he will be a big addition to the squad. He has shown throughout his short career so far that he will fight to be the best he can be.

Allan is expected to make his Manchester City debut against Coventry City in this weekend's Premier League fixture at the Etihad Stadium.
Maresca gave new €100 million midfield signing Ayyoub Bouaddi his City debut in last week's 4-1 win over Crystal Palace at Selhurst Park as a brace each from Erling Haaland and Rayan Cherki earned a win in south London for the Blues.
Jeremy Doku remained unavailable against the Eagles as he recovers from a calf injury sustained in August's 3-0 Community Shield defeat to Arsenal.
That could pave the way for Allan to make an instant impact in sky blue, though Maresca and his coaching staff will be keen to integrate the Brazilian gradually into the first-team squad.
