The move from sporting director Hugo Viana and Manchester City for Ndiaye comes after Cody Gakpo appeared set to stay at Liverpool beyond the transfer deadline on Tuesday night.
The understanding as per reporting from The Athletic on Monday afternoon is that the Anfield club had rejected a bid of up to £80 million for the Netherlands international from City.
As such, officials within the Etihad Stadium have been forced to pivot their attentions to other targets with around 30 hours remaining in the summer transfer window, and a clear need for attacking reinforcements following the exits of Savinho and Omar Marmoush to Tottenham.
Everton and Man City reach Ndiaye agreement
Now, according to The Athletic's David Ornstein, Manchester City have reached an agreement in principle with Everton for the signing Iliman Ndiaye in a package worth £65 million - with reports elsewhere indicating a £60 million transfer fee plus £5 million in add-ons.
The Senegal international forward is expected to undergo a medical ahead of completing a move to Manchester City on Tuesday morning.
City hijack Spurs' own Ndiaye deal
In the process of agreeing a deal for Iliman Ndiaye, Manchester City have also beaten away competition from Tottenham, who are believed to have reached an agreement in principle over the player on Sunday.
In light of Manchester City's seemingly successful move for the 26-year-old forward, those in North London have since made an enquiry over a potential loan move for Chelsea's Mykhailo Mudryk.

Manchester City are still expected to be busy in the final hours of the 2026 summer transfer window, having opened formal dialogue with Chelsea over a potential big-money move for Argentina international midfielder Enzo Fernandez.
