Andoni Iraola's side enquired about a loan move for the French full-back, as Conor Bradley continues his recovery from a serious knee injury.
Bradley has been out of action since undergoing surgery in January and no timeframe has been set for his return.
With Jeremie Frimpong having struggled to convince as an orthodox right-back, Liverpool approached Premier League rivals Chelsea to discuss a deal for Gusto. RMC Sport journalist Fabrice Hawkins confirmed the move, but said talks collapsed as Chelsea sought a permanent sale.
"Liverpool made a final push today to sign Malo Gusto on loan, but the attempt ended without success," Hawkins said, via X.
"The Reds were only willing to consider a loan with no mandatory buy clause, while Chelsea were pushing for a permanent transfer. Liverpool simply don’t have the financial means to make a permanent deal happen."
Gusto has been linked with an exit from Chelsea throughout the summer, with Manchester City credited with interest earlier in the window. Former Chelsea coach Enzo Maresca had considered a move to reunite with Gusto at the Etihad.
The West Londoners have not actively been looking to sell the 23-year-old but would consider significant offers.
