Chelsea have submitted their 20-man squad list for this Premier League campaign but several players are missing

Estevao Willian will still be eligible to play for Chelsea in the Premier League this season. This is despite him not being included in their 20-player squad list.
Xabi Alonso's Chelsea are two from two in the top flight so far, beginning the campaign by beating Fulham 3-2 thanks to goals from the high-flying front three of Morgan Rogers, Joao Pedro and Cole Palmer. A 4-3 victory over Brighton followed.
With the transfer window now shut, clubs have submitted their first-team squads to the Premier League, containing a maximum of 25 players, with no more than 17 who are non-homegrown.
Chelsea have officially submitted their squad list of only 20, but Estevao has not been included. Neither have other youngsters like Josh Acheampong, Jorrel Hato, Geovany Quenda and Marco Palestra.

But that is because players who are under the age of 21 do not count towards the 25-man squad limit, provided they were born on or after January 1, 2005.
So all of these young talents, including Estevao and a whole host of academy players, will be eligible to play for the Blues in the English top flight, as they have been included on the club's unrestricted list of contracted players under 21 and scholars.
The 20-man squad list proper includes new signing Emi Martinez, but it needed to have no more than 17 who do not fit the homegrown criteria. To be classified as homegrown, a player must have been registered with a club in England or Wales for at least three full seasons, or 36 months, before turning 21.

Chelsea, who could have listed up to 25 players but opted not to, have 12 players who fit this classification in their squad and only eight who do not. This list can only be amended after the mid-season transfer window closes.
However, while clubs cannot make general changes until this time, if they have vacant slots like Chelsea, they can petition the Premier League Board for written consent to register a free agent they have signed, provided the player became a free agent before the summer transfer deadline.
