The Celtics signed former Sacramento Kings lottery selection **Devin Carter** to an Exhibit 10 contract, effectively extending a training camp invite, according to sources. Michael Scotto of HoopsHype first reported the deal.

Carter went No. 13 overall to the Kings in the 2023 NBA Draft as a top guard in the class, but his rookie year saw head coach **Mike Brown** and president **Monte McNair** leave the organization. Star guard **De’Aaron Fox** also left in a trade, but **Zach LaVine** arrived while **DeMar DeRozan**, **Malik Monk** and **Kevin Huerter** played ahead of him through the rest of the schedule.
That left Carter with only 36 appearances and 11.0 minutes per game as a rookie, where he posted 3.8 PPG, 2.1 RPG and 1.1 APG while shooting 37.0% from the field and 29.5% from three. Last year, the team added **Russell Westbrook** and **Dennis Schröder**, further marginalizing Carter, who played only 38 games and 18.4 MPG even as Sacramento fell to the bottom of the West. Carter did not give an exit interview and some felt like he had fallen out of favor with the Kings, now led by **Scott Perry**, who drafted guard **Darius Accuff Jr.** with the No. 7 overall pick in June’s draft.
Carter’s time with the Kings effectively ended, and the team salary-dumped him to the Hawks with a future second round pick in June. Atlanta waived Carter on Saturday, and Jake Fischer quickly connected the Celtics to Carter. The Celtics had training camp, active roster and a two-way spot available, with Carter rounding out 20 camp deals alongside **Milos Uzan**, **Tucker DeVries** and **Hank Morgan**. Boston already signed **Dillon Mitchell** and **Amari Williams** to two-way deals, while **John Tonje** departed to Portland after playing on one last season.
Last season, Carter improved slightly to 8.9 PPG, 3.3 RPG, 2.7 APG and 0.9 SPG on 41.4% FG, but fell to 26.3% from three on 3.0 attempts each night. He improved his free throw shooting to 71.3% on 2.5 attempts from 59.1% on 1.2 as a rookie. His shooting remains a swing factor in his ability to enter an NBA rotation, as Kevin O’Connor noted in his 2024 evaluation of the Providence junior. Carter finished 37.7% from deep that year and 33.8% across three college seasons.
Rebounding and defense serve as his strengths for now, even at 6-2, 195 pounds. [He ranked in the 90th percentile among guards on the offensive and defensive glass last season. In Boston, he’ll join **Derrick White**, **Payton Pritchard** and **Mike Conley** as experienced veteran teammates as his position, much like **Neemias Queta** did as a Kings castoff in 2023. Queta won a championship while learning from **Kristaps Porziņģis**, **Al Horford** and **Luke Kornet** before emerging as Boston’s starter in their absence.
If he joins the Maine Celtics to begin this season, he could play alongside Celtics rookies **Chris Cenac** and Mitchell, second-year center Williams and whoever else remains after training camp, which begins in two weeks on Sept. 28.
